"Identifying and Measuring Project and Program Success in a Non-Traditional Environment" presented by PMINEO and Roeder Consultinginfo@roederconsulting.com Law enforcement investigations and operations occur in a complex and ever changing environment with a wide range of stakeholders, customers, and expectations. This forum will explore the application of program and project management principles and framework in a law enforcement setting. The discussion will focus on how law enforcement measures project and program impact and views success in a non-traditional project management environment. Program and project priorities are often driven by external environmental factors among a variety of stakeholders who base their decisions on several different sources of information and metrics (both in-house and external). Much like a PMO - when and how to deploy resources, the scope of activity, the opportunity costs and risks associated with that decision are all considerations when identifying and addressing the best ways to combat criminal activity – whether it is narcotics trafficking, violent crime, property crime, or internal affairs investigations – and determining if the program or project had the expected impact. Much like the PMO environment, projects and programs are expected to be data driven with measurable impact. However, which metrics are selected and which strategies are employed constantly varies based on the challenge at hand.
